Does a charter boat cover your license?

Usually, yes. Licensed charter and party boats hold a vessel license that covers paying passengers, which is why most visitors who book a trip never buy one of their own. It is not automatic, and it is not the same on every boat. The operator knows.

Ask when you book, not on the morning: “does your license cover me, or do I need my own?”

Every other way of fishing here has no vessel behind it. That covers the beach, a pier, a rented boat, and wading a bay. In each case the license is yours to hold. Other questions worth asking before you pay a deposit are on what to expect.

Do non-residents need a different license?

Yes. Alabama issues resident and non-resident saltwater licenses separately, and it also sells shorter-duration options aimed at visitors. For a single week-long trip a short-term license is usually the sensible buy. For repeat visits across a year, compare it against the annual.

Where do you buy an Alabama saltwater fishing license?

From the state's own online licensing system, or from an authorised agent — tackle shops, some marinas and certain retailers all sell them. Buy from one of those. Third-party websites sell the same document and add a fee for doing what the state does itself.

The state publishes the full list of authorised agents by city, which is the right thing to check rather than a shop name on a guide page that may have closed or stopped selling. There are five ways to buy:

Do you need a license to fish from the beach?

Surf fishing has no boat behind it, so no vessel license can cover you and the license is your own responsibility. This is the distinction that catches people out: the charter exemption is about the vessel, not about the water or the town you are standing in.

Do you need a license to fish from the pier?

It depends on the pier. Some public piers hold a license covering anglers who fish from them, sometimes built into what you pay to walk on. Others do not. Piers are not covered by the charter exemption, and they are not all handled the same way.

Does a saltwater license cover freshwater fishing?

No. Alabama licenses fresh and salt water separately, so a saltwater license does not let you fish a freshwater lake or river. If your trip includes both, look at what a combination license covers before you buy either one on its own.

Alabama saltwater fishing regulations, and where they actually live

A licence is only one of the things the state sets, and people searching for Alabama saltwater fishing regulations are usually after the other ones — size limits, bag limits, and which seasons are open. Those are published separately from licensing, by the same department, and they are the part most likely to be out of date wherever you read them.

Three things are worth separating, because conflating them is what causes most of the confusion:

• Licensing — who needs one, which one, and whether the boat covers you. That is the subject of this page.
• Size and creel limits — how big a fish has to be and how many you may keep. Set per species, and revised.
